General construction: budget, finance, project types

How to build a construction budget from scratch

A construction budget is a list of every cost the project will carry, sorted by phase, with a source and a status on each line. This guide shows the structure and the order to build it in.

A construction budget is a list of every cost the project will carry, sorted by phase, with a source and a status on each line. This guide shows the structure and the order to build it in.

Start with the scope, not the total

Write down the building type, floor area, number of storeys, structure, finish level and site conditions. Every cost line follows from those choices. If the total you want to spend is fixed, the scope is the thing that flexes, so decide early which parts of the scope are fixed and which can change.

Build the cost structure

Group lines by phase so cash timing is visible, and keep soft costs separate from hard costs.

Soft costsDesign, engineering, permits, insurance, legal, financing feesInterest during construction
Hard costsFoundations, structure, envelope, systems, finishesItems by others
Furnishing and external worksFixtures, landscaping, drivewaysOften left out entirely

Give every line a source and a status

Next to each amount, record where it came from and how firm it is.

  • Quoted: a written quote with a date and a validity period.
  • Estimated: your own or a consultant figure, with the method noted.
  • Allowance: a placeholder pending a decision.
  • Open: not priced yet. Leave these visibly empty rather than entering zero.

The mix of statuses tells you how reliable the total is. A budget that is mostly estimates and allowances is an early-stage figure and should be treated as such.

Use the budget tool

The tool below lays out the main lines. Enter your own figures, rename lines to match your project and copy the result into your records. It contains no preset prices.

Keep it alive

Log every change against the budget with the cost effect, using the change order log. Compare actual commitments with the budget at each milestone, and recheck contingency whenever a risk is retired or a new one appears.

Quick answers

  • Where should a budget start? With the scope: what is being built, to what standard, on which site. A budget without a written scope is a guess with a total on it.
  • Should I use allowances? Sparingly. An allowance is a placeholder for something not yet chosen. Mark each one clearly and decide it before the work that depends on it.
  • How often should I update it? At every design milestone, every quote received and every change order. A budget that is only checked at the end is a record, not a control.

This guide is general information. Confirm structural, legal, financial and permitting questions with qualified professionals and the local authority, and use written quotes for any commitment.
