How to compare shell and turnkey prices
A shell price and a turnkey price are not the same product. Compare them by listing what each includes, adding the missing items to the shell, and checking who carries each risk.
To compare a shell price with a turnkey price, convert them to the same scope. List every building element, mark whether each offer includes it, price the missing items for the shell, and then compare the totals and the risks. The grid below lets you do this; it starts blank.
Why headline prices mislead
"Shell" and "turnkey" are marketing words with no universal definition. One supplier's shell includes windows and roofing; another's stops at the frame. One turnkey includes landscaping and fixtures; another excludes them. For the general distinction, see turnkey vs shell-only delivery.
Method
- Get written inclusions. Ask each provider for a line-by-line list and exclusions.
- Fill the grid. Mark each element as included, excluded or unclear in each offer.
- Price the gaps. Obtain quotes or estimates for the items the shell does not cover. Record the source and date.
- Normalize. Use the same area and currency: normalizing price per square meter.
- Compare risk. Note who coordinates trades, who carries delay and defect risk, and who warrants what.
What usually separates the two
| Item | Often in a shell | Often in a turnkey | Check |
|---|---|---|---|
| Structure and roof | Yes | Yes | Grade, coating, bracing |
| Windows and doors | Varies | Yes | Specification and installation |
| Services | Rarely | Yes | Rough-in only or complete |
| Interior finishes | No | Yes | Allowances vs selections |
| External works | No | Varies | Utilities, paving, landscape |
| Permits and handover | Rarely | Varies | Who applies, who pays |
These are common patterns, not statements about any particular provider. Always rely on the written offer.
Interfaces and management
With a shell you manage the finishing trades, so add management time and risk. With a turnkey offer, test how complete it really is using turnkey scope questions and evaluating a turnkey proposal. A scope matrix makes the allocation explicit.
Decide on more than price
Consider schedule control, your capacity to coordinate, warranty coverage and the provider track record, verified from official documentation. Confirm any structural, permit or code questions with the engineer of record and the local authority.
Questions people ask
What does shell mean?
Usage varies. It usually means structure and envelope, but the definition differs by supplier and market. Ask for a written list of inclusions.
What does turnkey mean?
A completed building ready for use, in principle. In practice, scope varies, so check for exclusions such as land, permits, furnishing and external works.
Is turnkey always more expensive?
Its headline price is usually higher because it covers more. Compare on a like-for-like scope.
Which carries more risk?
Shell leaves more coordination and interface risk with you. Turnkey moves some to the provider but depends on how clearly scope is written.
