Romania blames Russia as a drone sinks a cargo ship off Constanta, 1 dead and 3 missing

The Khoryv is at least the eighth merchant ship hit off NATO members Romania and Bulgaria this month, AP reports. NATO has added patrols but no escort mission, and Moscow has not commented.

A drone strike sank the Comoros-flagged cargo ship Khoryv about 13 nautical miles east of the Romanian port of Constanta on Friday, according to the Sofia Globe, the Associated Press (via ABC News) and the Kyiv Independent. Romanian authorities say one of the 13 crew is dead, three are missing and nine were rescued. Romania's president, Nicusor Dan, blamed Russia. We found no statement from Moscow in any of the three reports.

What is confirmed, and by whom

The ship sent a distress call at about 10 a.m. local time, per the Sofia Globe, and was carrying ferrous metals from Eregli, Turkey, to Sulina, Romania. The crew was 10 Ukrainians and three Azerbaijanis. Romania's naval authority said weather and low visibility kept a helicopter from joining the search, AP reports. Dan wrote that the attack was "a new example of the tragic consequences of Russia's aggression against Ukraine" and urged Moscow to accept ceasefire proposals. European Commission President Ursula von der Leyen called it a "reckless" escalation that defies international law. The attribution to Russia is Romania's and the EU's; no outlet we read reports Russia acknowledging it.

The number behind the number

AP counts at least seven other cargo vessels attacked this month off the Black Sea coasts of Romania and Bulgaria, with two people dead and 25 missing before today's toll. That makes the Khoryv at least the eighth. The earlier cases include the Oct. 5 sinking of a Turkish-owned grain ship in Romania's exclusive economic zone, where Al Jazeera reported two dead and 11 rescued. These are ships bound for Romanian and Bulgarian ports, not Russian or Ukrainian ones, so the pattern now reaches the European Union's own trade.

NATO said on Oct. 20 it will send more maritime patrol aircraft, radar systems and drones, per Al Jazeera and Reuters. Reuters noted NATO has not announced a mission to escort commercial vessels, and NATO has not itself named a culprit.

What it means for oil, shipping and markets

Oil. Brent traded at $116.26, up 2.48%, and WTI at $104.27, up 3.34%, on the Chronicle markets board at 10:07 AM ET. CNBC ties the move to Iran and Gulf shipping claims, covered in this morning's brief. We found no source linking today's gains to the Black Sea, and the Khoryv carried metal, not crude.

Shipping and insurance. We could not find October 2026 war-risk premium quotes for Romanian or Bulgarian ports, so we give no figure. Earlier 2026 reports we read covered Black Sea calls near Russian and Ukrainian terminals, not these. The practical exposure falls on owners and charterers moving grain, steel and fertilizer into Constanta and Varna, and on the importers waiting on those cargoes. A Constanta-bound shipment now carries a crew-safety and delay question that it did not carry a month ago.

Airlines and defense. The U.S. Global Jets ETF (JETS) was $25.86, down 3.40%, and the iShares U.S. Aerospace & Defense ETF (ITA) $200.41, down 1.99%, at 10:07 AM ET per Nasdaq.com. With oil up sharply and the Dow futures down about 1.2% on the board, we cannot attribute either move to this story.

U.S. consumers. No direct effect today. The channel is indirect: higher grain and metals freight costs and costlier fuel, both slow to reach shelf prices.

What to watch

Any Russian response; whether Romania invokes NATO consultations; whether NATO adds escorts to the patrol plan; and the three missing sailors. More: crude oil chart.
