System and material comparisons
Design-build vs separately procured construction
Design-build puts design and construction under one contract; separate procurement hires designer and builder independently. The choice changes cost certainty, control and where disputes land.
These are two ways of organizing who designs and who builds. In design-build, one party signs a contract to deliver both. In separate procurement, you contract an architect and engineers first, then hire a contractor (or several) to build from their documents. Neither is inherently cheaper or faster. They distribute risk differently, and the best choice depends on how defined your brief is and how involved you want to be. This page sets out the trade-offs for small developers, particularly on steel-framed and prefab work.
How responsibility is arranged
| Topic | Design-build | Separate procurement |
|---|---|---|
| Contracts | One main contract for design and construction | At least two: design and construction |
| Design ownership | Within the design-build entity | Owner's consultant team |
| Price certainty timing | Can be set earlier from a brief, then refined | Firm after documents are complete and bid |
| Early supplier input | Easier to bring in | Possible by negotiated tender or early contractor involvement |
| Owner control of details | Lower unless written into the contract | Higher |
| Disputes about design errors | One party answers | Often between designer and builder |
What this means for steel-frame and prefab projects
Offsite construction needs design decisions early because the factory builds to a frozen design. That favors involving the supplier before the drawings are finished. Design-build, or a separately procured team with early supplier consultation, can do this. A fully separate process where drawings are completed and then put out to bid may produce documents that suit conventional building but not the factory process. Read design to delivery handoffs and design freeze.
Control, independence and oversight
In design-build, the designer is paid by the builder, which can weaken independent review of quality unless you arrange an owner's representative. In separate procurement, the designer can inspect and certify the builder's work for you, but you manage two relationships. Whichever you choose, define who reviews submittals and who signs off on completion.
Where scope gaps appear
- Design-build: undefined finishes, allowances that are too low, and exclusions for site works.
- Separate procurement: drawings that do not fit the factory process, missing details at interfaces, and bidders interpreting unclear scope differently.
The scope matrix and drawing preparation guide help prevent both.
Value engineering and change
Savings proposals can come from a builder's knowledge of materials and methods, but should be tested against your brief. See value engineering. Record every accepted change in a log, as in the change order log template.
A short decision guide
- Is your brief fixed or still evolving?
- Do you have in-house or consultant capacity to manage multiple contracts?
- Is a supplier's input needed before drawings are final?
- What do your lender and local authority expect?
Take legal advice on contract forms in your jurisdiction. Nothing here replaces that.
Questions people ask
What is design-build?
A delivery method where one entity is contracted for both design and construction, often with a single point of accountability.
What is separate procurement?
Often called design-bid-build: a designer prepares documents, then builders bid or negotiate to build from them.
Which gives more owner control over design?
Separate procurement usually keeps the designer working for the owner alone. Design-build can still involve the owner, but the designer works under the builder or alongside it.
Which is better for prefab?
Prefab benefits from early supplier input, which design-build can support. The right method still depends on your team and local rules.
