Paraguay seizes Ueno Bank, freezing 3 million customers, and some USDT sellers ask 13% extra

The central bank put the digital lender into resolution on a solvency ratio below half the legal minimum. Deposits are insured up to about $38,000, but the freeze has locked roughly 60% of the country's adults out of their accounts.

Paraguay's central bank has seized Ueno Bank, a digital lender with close ties to President Santiago Peña, after its solvency ratio fell below half the legal minimum, the Associated Press reported. The bank says it has about 3 million customers, equal to roughly 60% of the country's adult population. Digital banking, withdrawals and transfers are frozen, and the political fallout is spreading: Reuters and Bloomberg both report calls in Congress to impeach the president.

Bitcoin holders have noticed. Didi Taihuttu of The Bitcoin Family pointed to the Paraguay freeze in his latest video as a reminder of what happens when savings sit in a single institution you do not control. The facts below show how large the freeze is, what protects depositors, and what it does and does not say about crypto.

What happened

  • The trigger. The central bank's board voted unanimously to put Ueno into "resolution", a process that lets regulators move a failing bank's deposits to other institutions and then liquidate what remains. The solvency ratio compares capital with risk-weighted assets. AP says regulators had earlier warned Ueno about loans to companies linked to its owners.
  • Public money. Ueno managed $800 million to $850 million of public funds, AP reports, including about $380 million from the state pension and health fund (IPS).
  • Arrests. Prosecutors ordered eight arrests, including the bank's president and chief executive, over suspected breach of trust and other offenses. Two more directors were in custody by Tuesday afternoon, AP says.
  • The regulator. Central bank president Carlos Carvallo, who previously ran Ueno's predecessor, has resigned but is overseeing the takeover for now, according to AP and teleSUR English.

What depositors are owed

The deposit guarantee fund covers balances up to 75 minimum monthly wages, about $38,000 to $38,600 depending on the outlet, per AP and teleSUR. Authorities announced an initial emergency payment of up to 10 million guaraníes, about $1,675, according to teleSUR, and Congress is weighing a law that would cap payouts of guaranteed deposits at 24 hours. Anything above the guarantee is uncertain, which matters for small businesses holding payroll and supplier cash in one account. Funds of the South American football confederation CONMEBOL are also frozen, Cryptopolitan reports.

The stablecoin premium, read carefully

Cryptopolitan found a few peer-to-peer USDT listings on Bybit asking about 13% over the central bank's dollar reference: 6,942 guaraníes per USDT on early November 5, against a reference rate of 6,144.02 on November 4. The same report notes that other sellers asked less than the official rate, and that the premium is not proof that Ueno's failure drove savers into stablecoins. The central bank's dollar reference itself rose 7.48% between October 15 and November 4. One quoted seller on a small peer-to-peer venue is a thin signal, not a market price.

What this does and does not prove for Bitcoin

It shows concentration risk: when one institution fails, an entire country can lose access to its payments at once. It does not show that Bitcoin is a ready substitute. Ueno's customers cannot pay for groceries through an app that is switched off, but a Paraguayan shop also needs customers who pay in Bitcoin, and most do not. Self-custody removes the bank freeze and adds its own risks: lost keys, mistakes and scams, and no deposit insurance. Spreading cash across more than one insured institution is the plain lesson for most owners.

Regulators say the problem is confined to Ueno and not the wider financial system, a point repeated in the central bank's notice, as quoted by Cryptopolitan. Watch three things: how fast guaranteed deposits are paid, whether the IPS money is recovered, and whether Congress moves ahead with the impeachment push.
