Update: Ukraine puts the aid-centre bombing toll at 40 as police release bodycam footage

Zelensky says more than 30 people may still be under the rubble in Komyshuvakha. The new evidence arrives six days before US-brokered talks in Abu Dhabi, with Brent near $100.

Update: Ukraine now says at least 40 people were killed when Russian glide bombs hit an aid distribution centre and a nearby shelter in the village of Komyshuvakha on Monday night, up from the 33 we reported on Tuesday. The BBC reported Wednesday that President Volodymyr Zelensky said more than 30 people may still be under the rubble, as the search entered a third day. An AP headline carried by news aggregators also puts the toll at 40. Our earlier report: Russian bombs kill at least 33 at a Ukraine aid centre.

What changed

Ukraine's national police released bodycam footage from one of the officers killed, according to the BBC. It shows residents walking through rubble after the first strike, a radio voice warning of more bombs inbound, and officers directing people into an underground shelter, which is hit seconds later. The BBC says its BBC Verify team confirmed the video was filmed at the same place as footage of the aftermath released by Ukraine's emergencies service. That confirms the location. It does not settle who was at the site or why, and Russia disputes the Ukrainian account.

Zelensky said the Russians hit people collecting aid first, then the rescuers and police who arrived. He also said there had been "very little reaction from the world." As we reported Tuesday, Russia's defense ministry says it struck Ukrainian military units and killed 25 servicemen; the BBC said it saw no credible evidence the site was used by the military. The UN human rights monitoring mission said the strike "seems to have violated the most fundamental principles of international humanitarian law." These are competing claims that we cannot verify on the ground.

Why it matters this week

Trilateral talks involving Russia, Ukraine and the United States are scheduled for Abu Dhabi on Nov. 10-11, as we covered in our Abu Dhabi report. The BBC has said no major breakthrough is expected. Zelensky has tied the strike to Russia's response to his proposal to extend a Kherson-region ceasefire; Russia has not publicly addressed that in what we read.

Oil, shipping, airlines and defense

Oil. Ukraine is not what is moving crude today. OilPrice.com said that as of 9:40 a.m. ET Brent was down $3.04, or 2.9%, at $100.60 a barrel, a third straight loss, and WTI was down $2.86, or 3%, at $93.23, as traders priced a possible US-Iran settlement. It did not name the contract month, so check the active December contract on our crude oil chart before using either number. Shipping and insurance. Black Sea war-risk costs are not in anything we read today, so we make no claim. Airlines and defense. We did not pull reliable same-day levels for airline or defense funds, so we publish none. US consumers. The Ukraine toll has no direct pump-price effect here; the Gulf is the swing factor. More: War Room.
