Building codes and model codes explained
Model codes are written by standards bodies; local governments adopt and amend them. What binds you is the adopted local version.
Model codes are written by standards bodies; local governments adopt and amend them. What binds you is the adopted local version.
Two layers
A model code, such as those published by the International Code Council, is a template. A state or local government adopts a specific edition, often with amendments, and that adopted version is the law that applies to your project. Some countries have a single national code instead.
What the codes cover
- Structural loads and foundations.
- Fire and life safety: egress, separation, detection, rated assemblies.
- Energy efficiency of the envelope and systems.
- Plumbing, mechanical and electrical safety (often separate codes).
- Accessibility.
Finding what applies to you
- Ask the AHJ which code editions and amendments are in force.
- Check which edition was in force on the date of your application.
- Note referenced standards, such as ASTM test methods.
Product evidence
Codes often require products to be tested or listed to a standard. See checking a certification claim and fire-rated assemblies.
Who interprets
Plan reviewers and inspectors interpret the code for your jurisdiction. The designer of record is responsible for design compliance. If you disagree, there is usually a written appeals route.
Quick answers
- Is the model code the law? Only once adopted by the jurisdiction, and often with amendments.
- Can I use a newer code than the one adopted? Only if the AHJ accepts it. Ask first.
- Do codes apply to imported products? Yes. Products still need to meet the local requirements and be documented.
Rules differ by country, state and city. Confirm requirements with your local authority having jurisdiction and with the licensed professionals on your project; nothing here is legal, engineering or financial advice.
