Certificate of occupancy and project closeout
Finishing the building is not finishing the project. Closeout covers final inspections, documents, warranties and payment.

The certificate of occupancy
Many places require a certificate of occupancy (or equivalent) before a building may be used. The AHJ issues it after final inspections show the work matches the approved permit. Do not move in or open to guests before it is issued unless the AHJ allows it.
Closeout checklist
- Final inspections signed off, with any conditions cleared.
- Punch list or snagging list completed.
- As-built drawings and a final survey where required.
- Operating and maintenance manuals, warranties and product records.
- Keys, access codes and training for systems.
- Final lien waivers and release of retainage, see lien basics.
Warranties
Record start dates, durations and claim procedures for the contractor and each major product. See comparing warranties. Calendar a walk-through before the first warranty period ends.
Records to keep
Keep permits, plans, inspection records, product documents and payment records together. You will need them for insurance, resale, and any claim.
If something fails
Do not release final payment while required items are open. Make the list in writing and agree dates.
