Modular villas: development planning checklist
A planning checklist for developers considering modular villas: site and approvals first, then unit design, factory scope, transport, installation, utilities and handover.
Modular villas shift much of the construction into a factory, but they do not shift the developer's responsibility for the site, the approvals and the interfaces. Use this checklist to organize the work in the order decisions normally depend on each other. Tick items off, then replace each "to confirm" with your own findings.
1. Site and approvals
- Land title, permitted use, density and height limits confirmed with the local authority.
- Whether the authority accepts factory-built units, and what documentation it requires.
- Soil and drainage investigation, flood and wind exposure, access for transport and crane.
- Utilities: water, power, sewage or treatment, communications; see infrastructure questions.
2. Villa program and design
- Number of villas, types, sizes and bedroom or key counts.
- Repeatable plan to benefit from factory production; list intentional variations.
- Outdoor spaces, decks, pools and how they connect (often site-built).
- Design freeze date; see design freeze.
3. System choice
Decide between panelized and volumetric systems, and read the comparison. Ask what is finished in the factory and what remains on site: factory vs site finish.
4. Supplier scope
| Item | In supplier scope? | Who else? |
|---|---|---|
| Design and engineering | To confirm | Engineer of record |
| Factory production | To confirm | None |
| Transport and crane | To confirm | Logistics contractor |
| Foundations | To confirm | Civil contractor |
| Utility connections | To confirm | Licensed trades |
| Interior fit-out and furniture | To confirm | Interior contractor |
Use the turnkey proposal evaluation and exclusions guide when comparing.
5. Budget and cash flow
- Separate factory price, transport, foundation, installation, utilities, landscaping, permits and contingency.
- Understand payment milestones: deposits, production, delivery, completion.
- Price validity and what happens if materials or currency change; see delivered cost.
6. Quality and documentation
Agree what records you will receive from the factory, as in factory quality records, and whether you or your representative will attend a factory inspection (checklist).
7. Site delivery and installation
- Transport route survey, permits and delivery windows.
- Foundation tolerance and survey sign-off before modules ship (foundation interfaces).
- Lifting plan and weather contingency.
- Connection and finishing sequence, and a snagging process (handover checklist).
8. Operations and phasing
If villas will be rented or sold in phases, plan phasing with phased development guidance, and clarify maintenance access, warranty owners and spares. Structural and code compliance must be confirmed by the engineer of record and the local authority; nothing on this page approves any design.
Questions people ask
What should be decided before talking to modular suppliers?
Site, permitted use and size, access route, number and type of villas, target quality level and budget range.
Does modular remove site work?
No. Foundations, utilities, access, landscaping and connections remain site work.
Can each villa be different?
Variation raises design effort and can reduce factory repetition. Ask suppliers how much variation they accept.
How long will it take?
Timelines vary by project. Ask for a schedule with the assumptions and approvals listed.
